Advisory Board

Richard Parker is Lecturer in Public Policy and Senior Fellow of the Shorenstein Center. An Oxford-trained economist, his career before coming to the Kennedy School in 1993 included journalism, social entrepreneurship, and political consulting. As a journalist, he cofounded the magazines Mother Jones and Investigative Reporters & Editors, and he currently chairs the editorial board of The Nation. As a social entrepreneur, he grew environmental group Greenpeace from 2,000 to 600,000 supporters, helped launch People for the American Way, and raised over $250 million for some 60 non-profits. As a political consultant, he advised, among others, Senators Kennedy, Glenn, Cranston, and McGovern. From 2009 to 2011 he was also an economic advisor to Greek Prime Minister George Papandreou. His academic articles appear in numerous journals, and he writes regularly for such publications as the New York Times, Washington Post, Los Angeles Times, New Republic, Nation, Harper’s, Le Monde, Atlantic Monthly, and International Economy.

Jay Rosengard, Adjunct Lecturer in Public Policy at the Harvard Kennedy School, has 35 years of international experience designing, implementing, and evaluating development policies in public finance and fiscal strategy, tax and budget reform, municipal finance and management, intergovernmental fiscal relations, banking and financial institutions development and public administration. He is the Director of the Mossavar-Rahmani Center for Business and Government’s Financial Sector Program, a Faculty Affiliate of the Ash Center for Democratic Governance and Innovation, and Academic Director of the Rajawali Foundation Institute for Asia (RFIA).  He is Faculty Chair of the Harvard Kennedy School Indonesia Program (HKSIP) as well as the ASEAN and East Asia Leaders Program (ALP), which enhances the capacity and develops a network of Asia’s most senior public and private sector leaders.

Kenneth Winston, Lecturer in Ethics, teaches practical and professional ethics.  He created the Kennedy School’s course in professional ethics for mid-career students, which has been offered since 1986.  Winston is also faculty chair of the Kennedy School’s Singapore Program, which supports activities and exchanges with the Lee Kuan Yew School of Public Policy.  In recent years, he helped to build HKS’s capacity in comparative and international ethics, developing new cases and teaching in overseas venues, especially in Asia.  Winston has written extensively on case teaching, professional ethics, and legal theory.  His most recent book is Prospects for the Professions in China, edited with William Alford and William Kirby.  Winston holds degrees in philosophy from Harvard College and Columbia University, and has been a fellow of the American Council of Learned Societies, a senior research fellow of the National Endowment for the Humanities, and a John Dewey Senior Fellow.  He lives in the Dorchester section of Boston with his wife, Mary Jo Bane, and enjoys hiking, birding, and cooking.
